Mike, I don't think that this species does (yet!) have a place on the British list, it has simply been found, once, in Britain, in circumstances that suggest its import with plants or even just in packaging of some sort. However, with roundwood123's observation in Spain (which does look like the same species to me) there is clearly a potential for it to be imported into Europe, perhaps on several occasions. Whether or not it goes on to breed in the UK remains to be seen.
Martin (ah, recognise the moniker now!), I realise the decision to include a species or not on the British list has been rather arbitrary in the past, hence my rhetorical question. Insects found squashed on supermarket conveyor belts and pyralids not known outside of greenhouses are on the list, as are a number of dubious 19th century finds. I agree that it doesn't have any place on the list, but that's not to mean it won't get one!
